State governments around the country
continued to evaluate a variety of legislation relating to intermodal freight transportation, with a noticeable focus on worker

Four separate transport measures
are being reviewed by New York state
legislators. One would amend the way that
dockworkers' job applications are reviewed
by an agency known as the Waterfront
Commission. Another would bar certain
charges on imports and exports through
facilities in the state owned by port authorities or commissions. The other two
would mandate overtime pay for truckers
and advance a feasibility study of expanding freight rail service.
California continued to consider two

measures, one of which would require that
additional revenue from higher diesel taxes
would be designated to pay for trade corridor projects. The other would ensure that
the state and local freight system would
be "competitive."
Virginia lawmakers are considering a

that would develop a six-year improvement plan.
Florida legislators were evaluating a
measure that would allow Nassau County,
which is near Jacksonville, to create intermodal freight and logistics facilities.
A bill was introduced in Georgia that
would permit the state's Commissioner
of Transportation to invest in freight rail
projects.
Minnesota would offer grants for
freight rail preservation and improvement
if a bill in that state becomes law.
In New Hampshire, a bill was introduced to permit freight rail improvement
projects in several counties.
Illinois legislators were considering a
measure to allow tractor-trailer combinations of as much as 65 feet.
Utah is evaluating a bill to allow 53-

North Dakota legislators are working
on a bill to create a large truck primary

exceeds 55,000 pounds.

to create a general fund bond issue for
transport projects.

maritime planning and policy development.
South Carolina lawmakers are trying to
decide whether to pass the Port Enhancement Zone Act.
In Oregon, a bill was introduced to
create the Oregon Shipping Authority as an
independent agency.
New Jersey is discussing exemption
from unemployment compensation law for
some motor vehicle operators.
