M&R Committee Focuses on
Practical Steps to Aid Safety
P
ractical steps to enhance chassis maintenance and safety as well as
mechanics' training were the key topics of discussion by the Maintenance
& Repair Committee at IANA's Business Meeting.

The committee also approved widening the awareness of the
infrequent - but too often catastrophic - incidence of wheel end
failures. A separate task force developed a driver's inspection
guide with detailed information about warning signs of failure in
tire tread, rims, lug nuts and spoke clamps, hubs and hubcaps
as well as oil and grease conditions. The third task force report
updated attendees about the development of comprehensive
and far-reaching intermodal recommended practices, or IRPs, for
chassis mechanics.
Following a report on the effectiveness of using photographic
evidence to determine tire failure, the committee voted
unanimously to recommend the validity of that approach to the
Intermodal Interchange Executive Committee. The IIEC, which
oversees the administration of the UIIA process that governs
damage dispute resolution, will make the final decision about
whether to allow photographic evidence of tire damage in lieu
of the current practice of providing actual tire carcasses when
assigning responsibility for failures.
Mark Smith of TRAC Interstar headed the Photographic
Evidence Task Force, while Mike Oglesbee of J.B. Hunt led the
Wheel End Task Force. The Intermodal Chassis Mechanics
Training Task Force chairman is Consolidated Chassis
Management's Marty Summers.

'High Success Rate'
Smith said "there is a high success rate in determining
failure" using photographic evidence, especially when more than
two photos were taken to clearly show failures.
The Wheel End Task Force brochure is posted on IANA's
website in two different sizes, focusing on the most common
and critical indicators to assist drivers with identifying wheel end
issues, Oglesbee said, starting from the outside and working
toward the inside. While a question was raised about whether tire
wear was an actual indicator of wheel end failure, production and
dissemination of the guide was approved unanimously.
Progress is continuing by the mechanics' training group,
Summers said. The task force that has worked for more than
two years has finished 17 of 45 recommended practices,
remaining on track to finish the balance by the end of 2017.
That task force is addressing a significant need of the
intermodal industry, which is to attract and retain mechanics and
equip them with information and skills unique to the industry.
The task force's effort was praised by Federal Motor Carrier
Safety Administration Chief Safety Officer Jack Van Steenburg.
He called the effort a "great step."

"We tried to make
[the IRPs] concise and allinclusive. Some are rather
lengthy," said Summers.

even if the initial product cost was slightly higher, because there
would be no need to change parts repeatedly.
He urged that the intermodal equipment providers who are
procuring chassis should be the parties providing specifications,
rather than the manufacturers. Summers also stressed the
importance of product quality relative to cost.
"How do we get away from the idea that paying less saves
you money? We need to look at the frequency of repairs,"
Summers said, for brake drums, suspensions, landing legs,
service brakes and other components.
In addition, Pro-MECH Learning Systems' Mike Compisi
presented training process steps and new techniques that can
lead to successful adult learning and knowledge retention.
While stressing that all learning situations are different,
Compisi said "hopefully the long-term benefit will outweigh the
short-term cost."
To accomplish that, he said studies have shown that the
most effective adult learning occurs with direct involvement.
That can take the form of creating contests among learners with
prizes for winners, using interactive "rich graphics" to illustrate
procedures and incorporating new techniques. Those techniques,
such as virtual reality, gaming strategies and 3D technology,
are fertile grounds for development to suit transport industry
purposes.
The Committee will reconvene at EXPO to further address
planned advancements.
