Early Days of ELD Mandate Seem
to Indicate Adjustment Period

uring the first few weeks of 2018, the initial phase of motor carrier compliance with
the electronic logging device mandate is shaping up as an adjustment period following
a last-minute spurt of orders from procrastinating truckers.
In light of that broad message from industry suppliers and
officials, as well as the absence of public signs of disruption in
the trucking network, there is still some uncertainty about what
will happen in the marketplace during the "soft launch" of the
mandate that extends through March 31.
Three things are certain. On April 1, motor carriers that
don't have an ELD or an automatic on-board recording device,
or AOBRD, will be put out of service by enforcement personnel.
From the Dec. 18, 2017 compliance date until March 31, 2018,
those who lack ELDs or AOBRDs will receive only citations from
enforcement personnel. For intermodal, there also is the certainty
that trips that cover less than 100 miles to do port drayage or
other services are exempt from the mandate.
"The mandate is a big thing because for many in the industry
it is their first exposure to actual limits of their hours of service,"
Commercial Vehicle Safety Alliance Executive Director Collin
Mooney told Insights, saying he hoped the "soft launch" wouldn't
affect the pace of adoption. "The rules aren't going to change.
These things are not going to fade away."

"It's been a fairly exciting process," said Norm Ellis, president
of device supplier EROAD. "ELDs are going to have a huge impact
on the industry. We have done a lot of education, but there are
still unknowns. What will the market look like on March 1, April 1
and May 1, and how as a provider will we adapt to it?"
As Insights went to press, there were no immediate indications of how intense the enforcement process has been in the
