One indication was a survey completed just before the
compliance deadline by HELP Inc., a technology provider, in
which 49 percent of the 1,620 respondents, didn't have an ELD
or a selected provider. Of that 49 percent, about one-third of
respondents said they absolutely have no plans to install an ELD.
Specifically among intermodal truckers, Capelle said the
estimated level of readiness is the same as for the over the road
segment.
A certainty, among freight analysts, is the widespread view
that the mandate will affect supply and demand.

Intermodal Benefit
"The implementation of the ELD mandate will accelerate
the tightening of supply and demand in the truckload sector in
particular. Intermodal carriers, less than truckload carriers, freight
brokers, and 3PLs should all benefit," said Stifel Nicolaus analyst
John Larkin in a report.
Another certainty and positive point, Mooney said, is that all
state law enforcement has been properly trained and that technological glitches have been very limited.
Fakkema noted one issue that has arisen in some cases is
challenges in transferring HOS logs for mixed fleets that use both
AOBRDs and ELDs. "Law enforcement is looking to work with the
industry through the initial phases of the mandate," he said.
Some companies said they have heard of incidents, such as
citations wrongly issued for AOBRDs, or drivers who received a
$150 ticket with a warning to return in 30 days with a new device
installed.
Ellis also noted that ELDs can be linked to other valuable

information, such as tax payments, maintenance and engine
performance information.
One example of tying together benefits occurred in Southern
California last year for intermodal truckers, Ellis explained. The
add-on technology to an ELD can be used to whittle down fuel
tax payments, which aren't applicable for port truckers when
they aren't on a public highway. The drayage carriers' location,
monitored every 10 seconds through geofencing, is coupled with
tax payment systems submitted on the fleets' behalf.
Ellis said that kind of tax benefit is an example of how
technology can help drayage carriers even if they solely operate
within the 100-mile exemption range.
Fakkema made a similar point about the added value that can
be realized when other features accompany an ELD installation.
"There is a demand, primarily from owner-operators, for
simple, low-cost ELDs," he said. "While our solutions serve and
meet the needs of that market, we primarily serve the portion of
the market that provides ELDs in addition to a full suite of fleet
management and compliance solutions to improve fleet safety
and efficiency."
