Street Interchange
Application, Bad Order
Equipment Status Programs
Emphasize Expansion
Intermodal Information Services,
or IIS, is currently promoting expansion
of the Street Interchange Application,
or SIA, and Bad Order Equipment
Status, or BOES, programs, whose value
has been demonstrated by dramatic
increases in transactions on a yearover-year basis.
Through the SIA, street turn
transactions have more than doubled
year-over-year and street interchanges
have increased by nearly 40 percent,
based on early 2018 results compared
with the same period in 2017. For BOES,
the number of transactions has more
than quadrupled year-over-year.
"The impressive growth in these
programs, as evidenced by the yearover-year statistics, illustrates growing
adoption," said Debbie Sasko, assistant
vice president of IIS. "It is our mission
this year to continue to facilitate
increased use of these programs."
To ensure that participants
are aware of the benefits of these
programs, IIS has scheduled a series
of webinars. The initial session for
equipment providers at the end of
February demonstrated how the SIA is

a no-cost, value-added benefit of UIIA
participation that can assist in better
equipment utilization. A similar webinar
for motor carriers will be conducted.
In addition, IIS recently presented
a webinar to highlight the value of
the Intermodal Driver Database, or
IDD, to the marine community. The
reach and significance of this program
is illustrated by the fact that there
were 421,525 active drivers in the
IDD representing 7,581 motor carrier
companies at the end of 2017.

UIIA Update
In other IIS news, several
modifications to the UIIA were
recently approved by the Intermodal
Interchange Executive Committee,
with an effective date of March 1.
One change is in section E.6, which
concerns free days, per diem and
related charges. The new item, E.6.d.,
establishes guidelines for motor
carrier disputes relating to free time
application when there are differences
between the stated time in the EP's
UIIA addendum versus the free time
contained in the EP's commercial
agreements with its customers. The
new provision also indicates that once
charges are disputed, the trucker's
UIIA interchange privileges may not
be suspended until the discrepancy

is resolved between the EP and its
customer. There also was a revision
to the administrative procedures in
Appendix I, Section VIII to establish
a more formal process for handling
incidents of non-compliance.
Additionally, IIS welcomed a new
UIIA EP participant, Ocean Network
Express (North America) Inc., which
was created from the merger of K-Line
America Inc., NYK Line and MOL
America Inc.
Of note, there have been changes to
four UIIA addenda. They are:

* Mediterranean Shipping Co. S.A. -
effective February 26, 2018

* Hyundai Merchant Marine, Inc. -
effective March 4, 2018

* Hamburg Sud North America, Inc. -
effective April 7, 2018
