One of the most distinguished professional achievements, the grade of IEEE Fellow, recognizes exceptional distinction
in the profession. It is conferred by the IEEE Board of Directors upon a person with an extraordinary record of
accomplishments in any of the IEEE fields of interest. The total number of IEEE Fellows elevated in any one year must
not exceed one-tenth of one percent of the total voting membership of the IEEE on record as of 31 December of the
