Consaga trains surveillance teams and works with the firm’s technology team to implement quality assurance testing. He also ensures the transaction monitoring system and process is consistent globally. He has held this post since September 2006. Previously, Consaga worked 12 years at Morgan Stanley, most recently as v.p. of the Anti-Money Laundering Group and team leader for the institutional and private wealth management businesses. In 2002, he became an AML group manager. Other positions at the firm, which he joined in 1993, included manager of fixed-income account support, associate in private wealth management support, and an options analyst. He is a member of the SIFMA sub-committee focusing on surveillance and is a certified anti-money laundering specialist. “AML transaction monitoring systems have existed for some time, but it is clear that they are tools and not solutions. Our challenge is to get the maximum out of these systems to detect and deter money laundering and I think we're doing a good job of meeting that challenge.” 4 JOSHUA FRAZIER 1 Senior Compliance Manager OneAmerica Securities, Indianapolis Age: 32 Education: Purdue University (B.S. in economics) Mentor: Peggy Bennett, chief compliance officer, FSC Securities Frazier’s duties encompass all areas of compliance for the broker-dealer. He is the compliance registered options principal and also the registered principal for approving all advertising and sales material for parent OneAmerica Financial Partners, which includes its insurance and retirement-planning businesses. OneAmerica Financial is a subsidiary of American United Mutual Insurance Holding Co. He joined the broker-dealer in 2005. Earlier that year, Frazier was a regional and branch compliance manager in the Midwest at Morgan Keegan & Co. He started his career in 1998 trading options and fixed income on a desk in Nashville, Tenn., for PFIC Securities. As a trading specialist he was also in charge of risk management. Prior to PFIC, he was a sales executive at Charles Schwab for one year. Frazier is active in the Insurance Affiliated Broker-Dealer Forum, a compliance officers’ networking group, and writes for OneAmerica’s newsletter, Securities Source. “Working with an independent structure can get difficult at times, compared to a traditional broker-dealer having employees that report up thru a hierarchy, established corporately owned satellite branches, and a set model. Financial Industry Regulatory Authority rules are typically written for these more traditional broker-dealers.
