Campaigns and Elections' Politics - January 2008 - (Page 67) In addition, although the separate schedule must be filed only if it is “reasonably known” to the committee that contributions were bundled by a lobbyist, the law requires campaigns to investigate the issue by checking the lists of registered lobbyists on the House and Senate Web sites. The FEC is developing regulations to address this in more detail, but in the interim it would clearly be preferable for candidates to avoid being the test case. Finally, for lobbyists and the entities that hire them, HLOGA’s semi-annual reporting of campaign contributions imposes a new burden, one that exists notwithstanding the fact that these contributions are already reported elsewhere in FEC reports filed by the political committees that received them. The political law landscape has clearly changed, with an increased focus on ethics in campaign finance and lobbying. As is often the case in political law, even the filing of an ethics complaint can have significant negative repercussions. Because the new rules leave little margin for error, this is one area of the law where an ounce of prevention is truly worth a pound of cure.
