small cell deployments can impact
the speed of the implementation.
Some elected officials may have
extensive experience negotiating
the addition of a new distributed
network node on street lamps or
traffic signal poles, and their cities
may already have standards in
place. But others might be totally
new to the process. "In a lot of
cases, there isn't a whole lot of
precedence so they are learning as
they go," Eigen explains.
Towns want the benefits of
being a connected community, but
ExteNet sometimes sees resistance
because local officials have had
bad experiences with other distributed antenna system (DAS) builders. Eigen says the industry has
been harmed by the poor practices
of some competitors that have a
reputation for bullying towns into
submission and exploiting the law
to extract concessions. The brute
force method has a tendency to
generate lawsuits and ill will, making local communities skeptical
whenever a DAS company applies
for a permit.
It's the way some companies
do business, but ExteNet believes
it is detrimental to the industry's
overall health. Competitors might
be able to bend communities
to their wills, but they often end
up spending resources and funds
fighting lawsuits that could have
been avoided.
Instead of fighting communities, ExteNet would rather build
partnerships with local governments and citizen groups that will
lead to better long-term outcomes
when it needs to expand its
network again in the future. "We
try to take a different approach,"
Eigen says.

TRANSPARENT PROCESS

The person in charge of creating those local partnerships and
changing the industry's reputation
is Timothy Asta, AICP national
director of strategic siting. Asta
joined ExteNet in 2004, back
when most public officials still
didn't know what a DAS was.
The industry has since come a
long way in its client education
and the prevalence of cell phones
has placed small cell networks on
the agenda of many communi-

ties, but others are still catching
up. Asta says he still comes across
elected officials and community
representatives who are unfamiliar
with DAS.
Its for this reason that education remains a critical part of
Asta's role. When the approval
process for a new DAS begins,
ExteNet spends an extensive
amount of time working with
the jurisdiction to teach officials
about the benefits of the network,
its impact and how ExteNet can
