without many of their basic needs met.
"In many cases, it's generational poverty
and these kids don't come to school -
many of them - with the same support
and background that students in higher
socioeconomic areas have," Bruckner
adds. "Many kids don't necessarily have
parents that have read to them from the
time they were born, work on homework
or buy educational games for them. We
can't use it as an excuse, but we are very
aware that we have to help many kids
more than maybe we should. That's just
our role."
Attendance is key in improving graduation rates. One of the schools in the
district recently surprised several of its
students on a Saturday morning with
yard signs that promoted their regular
attendance. "We tell kids from preschool
through senior year, 'You have to be at
school; you can't do this by missing a
lot of days,'" Bruckner says. "The yard
signs are one of multiple things we do
to encourage kids to be at school. Some
schools are doing door prizes for attendance that are supported by various
foundations and companies."
Community Involvement
Council Bluffs recognized its community will only be as good and strong
as its education system, which is why
a number of organizations and companies are active participates in the
district. One of the district's biggest
supporters is Iowa West Foundation,
which has funded seven school administrative managers for the last six
years. "The administrative managers
do not serve in the traditional secretary
role," Bruckner explains. "They help
take numerous duties off the principal
so principals can become instruction
leaders by being in the classrooms and
coaching teachers to be better."

summer programs and support for
instructional coaches in the high school.
"We have a very supportive community,"
Bruckner adds. "The Iowa West Foundation asked how they could help and we
took them up on the offer."
In addition to the foundation, the
chamber of commerce and the city have
also supported the Council Bluffs Community School District in many ways.
"School districts can't do this alone; the
community has to work in collaboration with the district on how we can do
better," Bruckner says.
Gradual Improvements
One penny of every dollar of sales tax
is collected and shared among schools
across Iowa for school infrastructure
improvements. The dollar amount given is based on the number of students.

tax has gone to renovate nine elementary schools and rebuild two, as well

as renovate both high schools. "We
changed the learning environments
throughout the district, expanded
where we need to and modernized,"
Bruckner says.
In the past year-and-a-half, Council
Bluffs Community School District has
been working with community volunteers to renovate its football, track and
soccer fields, as well as its baseball and
softball diamonds. "Athletic facilities
were at the bottom of the list because
we couldn't improve those until we had
good learning environments," Bruckner
explains. "Now is the time to renovate
athletic facilities. We haven't been able
to host a track meet for a decade because
we didn't have an eight-lane track. A
community committee started working
on making this a dream come true for
the kids, raising over $17 million."
Bruckner says the district hopes
the fields will be ready by the spring.

to improve the parking lots, restrooms
