OZONE TRANSPORT COMMISSION (OTC) HISTORY Because ground-level ozone is transported by the wind over long distances, it is a regional problem. Ozone can reach elevated levels over broad geographic areas; consequently, states are working together to solve the problem. Even if ozone were reduced in one state, ozone and/or its precursors would still be transported across its borders. The Ozone Transport Commission (OTC), whose goal is to identify solutions to this problem, was created in 1990. Since that time, substantial progress has been made in cleaning the air shared by the Northeastern and Mid-Atlantic states that make up the OTC. Part of this solution includes VOC limit regulations on various categories of paint and coating products. Please refer to the OTC map (Page 3) to determine if your state has implemented VOC limits. USING THIS GUIDE All paint and coatings products listed in this guide are compliant for sale in OTC regulated areas. Refer to the OTC map to determine if your area is currently regulated, or planning on adopting OTC regulations in the near future. Any area not currently regulated under OTC guidelines are regulated by current U.S. EPA VOC guidelines. These VOC limits and categories may differ from OTC regulations.
