The center will operate in support of Virginia's 23
community colleges on 40 campuses, consolidating
each college's services into one facility. The nTelos
building, long a home to a phone company, has the
setup that makes it technologically perfect for the new
function, which is expected to be the eventual home
to 200 jobs. The building has 37,000 square feet, the
size of a supermarket.
Botetourt County Administrator Gary Larrowe says,
"The more you have folks talking about higher education and having jobs available, the better the chances
are of having more people engaged in the process of
securing their certificate or diplomas. We expect that
the new service center will serve as a marketing billboard for Botetourt and higher education."
Board of Supervisors member John Williamson, a
former Botetourt County administrator: "We expect to
see principally an impact on retail in the greater Daleville areas. Restaurants, gas stations, grocery stores,
etc. There may be some housing demand impact over
time. The buildup to 200 employees will be over several
years and they can certainly commute into Botetourt
from surrounding communities."
He does not expect direct impact on education: "It is
a back-office processing center, not a teaching facility.
Perhaps there will be some academic or curricular research work, but I have not heard that. Having a higher
ed facility of any type should be generally positive."
Larrowe says that "the additional income to employees will provide [more] income to the region. We feel
certain that the VCCS Service Center will add to the critical mass of the community, and especially Daleville."
Larrowe says Botetourt won a heated competition
for the center. "We felt as if we could attract the needed
workforce and provide a setting that was unequalled
across the Commonwealth. Once the folks from VCCS
saw the site, they wanted to be here."
Human resources, payroll, revenue, procurement
and information technology departments will eventually be housed at the center. Each campus now has
those services. The efficiency of that setup will eventually lead to leveraging purchasing volume, officials
