Louisiana TIMED Program Annual Report 2007-2008 - (Page 20) Completed Projects West Napoleon, Tchoupitoulas Street & U.S. 90 West Napoleon Avenue West Napoleon Avenue, located in Jefferson Parish, Louisiana, was completed in September 2006. The project included widening a five-mile corridor to a four-lane divided highway with improved subsurface drainage between Severn Avenue and Williams Boulevard. The project began in 1992 and its completion in FY 2006-2007 marked the sixth completed TIMED project. Tchoupitoulas Street in New Orleans, Louisiana, was the fifth TIMED project completed. The project included improvements to a four-mile stretch from Henry Clay Avenue to the Crescent City Connection Bridge. The project was completed in July 2004 at a cost of $51.1 million. Tchoupitoulas Street U.S. 90 In late 1999, the US 90 corridor from Morgan City to Houma was completed.
