Louisiana TIMED Program Annual Report 2007-2008 - (Page 25) Pre-Construction Projects LA 3241 The Environmental Assessment was completed and a meeting including DOTD, Corps of Engineers, Environmental Protection Agency, and U.S. Fish and Wildlife Services was held in early April to review the project. The meeting discussions included further possible revisions to six alternate routes. The Corps of Engineers decided that an Environmental Impact Statement will be required adding two to three years to the project. Given the current status of the permit process, the estimated completion date of this corridor is uncertain and will be delayed to 2016 or beyond. The cost estimate for LA 3241 has been maintained at $150 million as a “budget place holder” because there is no defined project; however, this amount may not be funded under the planned bond program. A baseline schedule and budget will be established upon approval of the environmental documentation. Environmental Assessment When the impacts of a transportation project are uncertain, an environmental assessment (EA) is prepared.
