Louisiana TIMED Program Annual Report 2007-2008

Program Overview Louisiana’s Transportation Infrastructure Model for Economic Development (TIMED) Program, established by Act 16 of the state legislature in 1989, remains among the most ambitious infrastructure programs underway in the United States. The $5 billion program was created to expand and improve transportation infrastructure across Louisiana through 16 speciﬁc projects while enhancing business, tourism and economic growth. TIMED includes widening 536 miles of highways, new construction or improvements to three major bridge projects and improvements to both the Port of New Orleans and Louis Armstrong International Airport. In 2002, the TIMED Program was converted to a bond-ﬁnanced program, allowing bond sales to provide revenue prior to collection of gas tax revenue. The LA DOTD also hired a program manager to dedicate resources and stafﬁng to complete the TIMED Program on an accelerated schedule. Louisiana TIMED Managers (LTM) manages the overall program delivery of TIMED, the ﬁnancing strategy, community outreach, scheduling, pre-construction activities and construction administration.
