Most community associations function on a "need to do" basis. That is,
they take action only when necessary,
often making important decisions
without sufficient deliberation. When
the boiler has failed in the middle of
winter, there is no time to investigate
energy-efficient upgrades, competitive
pricing, code changes, and long-term
strategy. What begins as a simple
replacement in kind may turn out to
require unanticipated and expensive
extras. Is there asbestos in the boiler
room or on the piping and equipment?
Does a change to natural gas trigger
a need to remove an underground oil
storage tank? Do space restrictions
require special measures to bring in
the new equipment? Is the ventilation
system up to code? How do you keep
the residents warm while the work is
underway?
PLANNING FOR THE FUTURE
Boards that fail to take the time to
note where they are and where they
are going will forever be faced with

reacting to events rather than planning for them. Boards that do not
understand their association's mission
or purpose have no parameters for
taking appropriate action. Those that
lack a vision for the community have
no guidelines or priorities to aid in
the decision-making process. Making
decisions without a strategic plan is
like driving your car at night with the
headlights off. You are unable to see
where you are going and you are likely
heading for disaster.
Of course, getting off the merrygo-round is a significant challenge. It
requires board members to take the
time and energy to step back and think
creatively about where the community
is and where they and the members
want it to go. It requires investing time
and energy in a process to establish a
broader view through the completion
of a strategic plan.
Finding the time to participate in
such an exercise can be challenging.
When you are down in the trenches
dodging bullets, it is difficult to put
your head up to view the bigger
picture. And most board members
also have busy lives dealing with
family and work obligations, which
limits the time they can devote to
association matters.
BENEFITS OF A PLAN
For some boards, crafting a strategic
plan may seem like an overwhelming
task that members feel unsuited and
ill-prepared to undertake, while others
may feel it would be a waste of the precious little time that they have available to govern the association. On the
contrary, a carefully thought-through
strategic plan will make the board's
job easier. It will allow for proactive
analysis to identify needs, set goals,
and provide clear actions so that those
goals are met. In short, it will make
decision-making more efficient
and effective.
But more than that, the process of
working together to plan and to build
a strategic plan for your community
is a dynamic and energizing one for
