COVER STORY Laying Down the Law RULES ARE ESSENTIAL FOR CONDOMINIUMS- BUT ENFORCING THEM IS A CHALLENGE FOR BOARDS BY NENA GROSKIND I n an ideal world, condominium owners would respect each other and common area property; they would act considerately; they would behave sensibly and responsibly-and harmony and peace would reign in condominium communities. But condominiums exist in the real world, and in the real world, peace and harmony are not natural conditions. Rules are required to create behavioral norms that may not be shared by all residents, and to reduce the friction that is inevitable when people with different attitudes and different assumptions are living in close proximity. 28 CONDOMEDIA August 2018
