The physicians want as much implementation subsidy as possible since by Stark regulation they have to fund all hardware and ongoing support themselves,” Halamka wrote. “The number of doctors implemented, the level of subsidy and total costs for all stakeholders are interrelated but each party has different goals.” ■ More at HalaMka Continued from page 35 The 300 practices are made up of what Halamka calls “non-owned physicians.” They are affiliated with Beth Israel, but not part of the hospital staff. Beth Israel Deaconess has never before outsourced an IT project, Halamka said. There are significant challenges in rolling out EHR applications, he indicated, particularly when the clinicians are nonowned and not located within the confines of the hospital itself. Supporting these physician offices is not the hospital’s forte, he added. So, instead of trying to support these prac tices himself, he assembled a team that includes: ■ MassPro –a John Halamka, MD peer review organization providing best-practice templates for physicians implementing EHRs; Collaborative demonstrates their capability to take on this role with great competency and speed,” Halamka said. “We bring an actionable methodology with comprehensive deliverables that can be scaled and customized to BIDPO’s specific needs and objectives,” said Concordant CEO Michael Levinger. The new initiative will reward physicians who demonstrate they have adopted good systems and processes of care, and are using those systems to deliver positive results in the management of their patients. BTE’s Medical Home recognition will be automatically triggered when physicians achieve a certain level of performance in BTE’s Physician Office Link program and at least two of BTE’s condition-specific programs, such as the Diabetes Care Link, Cardiac Care Link and Spine Care Link. A medical home provides patients with access to quality healthcare from physicians who practice evidence-based guidelines, use appropriate healthcare information technology and demonstrate the use of “best practices.” Through participation in the BTE Medical Home recognition, physicians can receive an annual bonus payment of $125 for each patient covered by a participating employer, with a suggested maximum yearly incentive of $100,000. Recognized physicians will be awarded a BTE Medical Home distinction in addition to the other program recognitions because they have demonstrated that they have adopted and are effectively using advanced systems of care to produce good results for their patients. BTE’s Physician Office Link was developed in collaboration with NCQA in 2003 as a means to reward physicians that adopt good processes and systems of care, including adoption of electronic medical records.
