Policy experts on all sides of the issue predict Congress will use electronic prescribing, or e-prescribing, as the potentially easiest and least threatening avenue to get healthcare IT rolling. Lisa Gallagher, senior director of privacy and security at the Health Information Management Systems Society (HIMSS) argues that what privacy activists often want is not always what is practical or even possible in the real world. In a December letter to key Senate leaders, HIMSS said any new healthcare IT legislation needs to be drafted carefully to avoid inadvertently creating situations that could endanger patients’ safety, or negatively affect the provider’s ability to deliver quality care in a timely fashion. Perhaps the complexity and delicacy of privacy issues engendered a desire for the Senate to attempt to pass the most promising healthcare IT bill, the Wired for Healthcare Quality Act, without open floor debate last December.
