HIMSS CALR Program Finishes Strong after First Year To help HIMSS coordinate an effective, sophisticated grassroots advocacy effort across the country, the Chapter Advocacy Liaison Recognition (CALR) Program identifies, trains, mobilizes and recognizes Chapter Advocacy Liaison Representatives (CALRs) at participating Chapters. HIMSS congratulates all of the Chapters that participated in year one of the CALR Program, which proved to be a resounding success. Two Presidential Level Recognitions, 10 Ambassador Level Recognitions and 21 Advocate Level Recognitions were awarded. Other important achievements during the program's first year include: • Sixty-eight CALRs from 42 HIMSS Chapters are currently working together to advance federal, state and local HIT-related legislation through the CALR Program. • Thirty-seven of the 42 participating Chapters have engaged in some measurable advocacy activity during the first year of the CALR Program (88 percent). • To date, 33 individual CALRs have achieved some level of recognition on behalf of their Chapters through the CALR Program (49 percent). Presidential Level Presidential Level recognition demonstrates the highest tier of relationship-building legislative activity at a HIMSS Chapter. In the fourth quarter of the program, Connie Allen, a member of the Georgia Chapter, achieved Presidential Level recognition, joining Shawna Schueller, a member of the Minnesota Chapter, who was the first CALR to reach this level of recognition during the second quarter. Ambassador Level Ambassador Level designation demonstrates an active and ongoing commitment to advocacy activity at the Chapter level. HIMSS congratulates 10 CALRs who joined the Ambassador Level in the program's fourth quarter: George Sheth, Southern California Chapter Mary Lee Newman, Colorado Chapter David Raffel, Heart of America Chapter (Missouri) Lesley Boreham-King, Arizona Chapter James Harris, Maryland Chapter Martha Dameron, Northern California Chapter JoAnn Klinedinst, Western Pennsylvania Chapter Helen Hill, Michigan Chapter Chris Harris, New York State Chapter Carol Selvey, Central & North Florida Chapter Dr. Kolodner was appointed to the position of National Coordinator for Health Information Technology in April. The ideal ePHR would receive data from all constituents that participate in the individual's healthcare; allow patients or proxies to enter their own data (such as journals and diaries); and designate read-only access to the ePHR (or designated portions thereof). Further, HIMSS supports ePHR applications with the following characteristics: provides for unique patient identification; allows secure access to the information contained in the ePHR; permits the receipt of e-mail alerts that do not reveal protected health information (PHI); allows patient proxy(s) to act on behalf of the patient; permits the designation of information to be shared electronically; and provides technical support to ePHR constituents at all times. Advocate Level Advocate Level recognition is awarded to Chapters that demonstrate an active, entry-level commitment to HIMSS-related advocacy efforts. HIMSS envisions ePHRs that are universally accessible, layperson comprehensible and may be used as a lifelong tool for man- The CALR Program launched in July 2006. Year-end recognitions are based on activities through June 2007. CALRs are awarded recognition levels based on their program activities throughout the year. ■ For more information about CALR Program participation and activities, please contact Arnol Simmons at asimmons@himss.org. “HIMSS champions the development of national standards to ease burdens placed on constituents due to variances in state law,” notes JoAnn W. Klinedinst, CPHIMS, PMP, FHIMSS, senior director, healthcare information systems, HIMSS. “Development of national and uniform state standards would also address legal concerns raised by ePHRs such as reliability, reimbursement, ownership, access, transfer, and the limitations, rights and responsibilities of patient and provider for the use of e-health and ePHRs.” Similarly HIMSS encourages the adoption of incentives by payors, providers, pharmaceutical companies, device manufacturers, and the federal and state governments of the United States to reduce the financial barriers to motivate widespread ePHR adoption. ■ For more information on the HIMSS Personal Health Record Steering Committee and its related communities, please contact HIMSS Staff Liaison Mary Griskewicz, FHIMSS, at mgriskewicz@himss.org.
