Upon completion of the research, LouHIE plans to develop a business plan and issue a request for proposal for one or more vendors to build and operate the health record banking system. Additionally, 13 state Medicaid agencies include Medicaid Information Technology Architecture (MITA) as part of their healthcare IT and HIE planning. MITA is a framework developed by the Centers for Medicare & Medicaid Services to help states modernize their Medicaid information systems. These findings are based on a survey of all state Medicaid directors and structured telephone interviews with state Medicaid directors who reported that they have current or planned healthcare IT and HIE initiatives. OIG also reviewed documentation of state healthcare IT and HIE initiatives and interviewed officials from the CMS.
