Military Family Legislative Action Guide - (Page 3) tHe LeGisLAtiVe PRocess iNtRoDuctioN The legislative process can be a mystery or even daunting to some individuals. The good news is that it really doesn’t have to be difficult to understand, and MOAA has highlighted the main things you need to know. “THe BIg BIll” Congress passes most changes to military pay and benefits as part of the annual National Defense Authorization Act (NDAA), which typically contains thousands of provisions on issues from force sizes and bonus improvements to weapons’ programs. MOAA’s efforts are aimed toward including legislation in the NDAA that will improve your quality of life. “THe TIMelInes” Here’s when you can typically expect congressional action on the NDAA: April-May: House and Senate Armed Services Committees draft their respective versions of the NDAA. May-June: The full House and Senate debate their respective NDAA provisions and approve or reject proposed amendments. The entire House and Senate votes to adopt their separate, amended versions of the NDAA. July-September: House and Senate leaders appoint a conference committee to reconcile the differences between the House and Senate versions of the NDAA. The final, compromise version of the NDAA is then revoted on by each chamber. October: The approved bill is signed into law by the President. 3 iNtRo PRocess
