O n Nov. 10, Air Force personnel delivered almost 48 tons of relief supplies to flooded areas in eastern Ethiopia. A U.S. C-130 aircraft picked up the supplies, which included food, water containers, plastic sheeting, bedding, and water purification materials, from Dire Dawa and Addis Ababa and delivered them to the Gode airport. The Ogaden region of Ethiopia — which previously had been suffering from a drought — has been hit several times by seasonal rain since August. The rain led to flooding that killed at least 80 people and left more than 217,000 people homeless in the region, according to Ethiopia’s Disaster Prevention and Preparedness Agency. TRICAREUPDATE MOAA’S TRICARE SUPPLEMENT, MEDIPLUS®, has switched to a paperless electronic claim-filing system, DirectClaim, that no longer requires MOAA members to file paper forms for most MEDIPLUS claims. Now, when TRICARE doctors submit claims to a TRICARE contractor, the contractor sends the explanation of benefits (EOB) form electronically to the MEDIPLUS insurance administrator, Marsh Affinity Group Services. Through DirectClaim, MEDIPLUS will reimburse whomever TRICARE has paid — either you or your health care provider. (For those with TRICARE Prime, the MEDIPLUS payment for outpatient copayments will be made to the member, because the majority of Prime enrollees are required to make copayments up front.) For prescription claims and most skilled nursing and nursing home claims, you should continue to file paper claims to MEDIPLUS. If you have any questions about DirectClaim, please call the MOAA Insurance Plans administrator at (800) 247-2192, or e-mail moaa@marshpm.com. 22 MILITARY OFFICER FEBRUARY 2007 The Marine Corps has never lacked heroes devoted to their profession and to the Corps. Dick Camp showcases five Marine legends of the 20th century. Roy Geiger, Lem Shepherd, Eddie Craig, Ray Davis, and Bob Barrow all eventually became general officers, and two became commandants, but Camp highlights their military careers as company and field grade officers as they fought “in every clime and place” around the world. From Geiger and Shepherd in World War I, Craig in the Caribbean “banana wars,” all of them in World War II, to Davis and Barrow in the Korean and Vietnam wars, Camp tells stories of these officers as proficient, tough, and solid leaders. Camp provides the results of colorful interviews, revealing the personal and professional qualities that made them successful, respected com- Duels and wars have been fought for honor, but the word is less understood and more seldom used today than ever before in the West. James Bowman offers a scholarly examination using literature, movies, and history to explain the differing and dangerous practical concepts of honor used in the Christian West and the Islamic Middle East. Bowman describes reflexive and cultural honor, honor groups, and the difference between honor and ethics, using historical examples from ancient Greece to the Victorian age and on to the decline and fall of the West’s honor culture in the 20th and 21st centuries. Islamic honor culture remains intact, structured, and rigid, but Bowman claims the West’s honor culture has become soft and expediently pliable, making the West appear weak and cowardly in the eyes of its enemies. — William D.
