The biggest problem is that the burden of deploying to operations in Iraq and Afghanistan and other hot spots is being shared by too few of the 2.5 million [currently serving]. Some have deployed “voluntarily” two, three, and more times. … This is happening because we have too many people in the force doing unneeded things and not enough doing needed ones.
