The disability retirement rate for the Navy was nearly three times higher than the Army’s (see “Disability Retirement Disparity,” page 49), feeding perceptions that disability ratings for soldiers seriously wounded in combat are being lowballed to save the government money. MOAA strongly believes servicemembers with significant, lifelong, service-caused disabilities should be retired rather than separated with no military benefits. There must be a common rating standard that accounts for all service-connected disabilities and provides a fair compensation and benefit package commensurate with the level of disability. DoD should retain wounded servicemembers on active duty until their disabling condition is stabilized, rather than expediting separation and shifting the responsibility for care to the VA. The process of assigning disability ratings is too important to be left to five independent agencies (the four services and the VA). The services need to be the arbiters of what conditions render a soldier, sailor, airman, or Marine unfit for continued service, but the percentage disability rating should be determined by the VA, and the VA system must be made as uniform as possible across all agencies.
