TRICAREUPDATE THE MEMBER CHOICE CENTER (MCC) makes registering for TRICARE Mail Order Pharmacy (TMOP) easier. When a beneficiary calls the MCC, a patient care advocate from Express Scripts Inc., TRICARE’s pharmacy benefit provider, explains the program and offers to transfer current prescriptions to mail order. If the beneficiary agrees, Express Scripts submits a prescription transfer request to the patient’s physician. After a beneficiary enrolls by using the service, the MCC will contact the beneficiary’s physician about new prescriptions and forward them to TMOP. To complete the registration, visit www.tricare.mil or www.express-scripts.com/tricare. Beneficiaries also can call the MCC at (877) 363-1433 to switch from their retail pharmacy program to TMOP. Beneficiaries can save as much as 66 percent and, in some cases, will receive up to a 90-day supply for the same cost as a 30-day supply at a retail pharmacy. 22 MILITARY OFFICER DECEMBER 2007 Veteran military correspondent Al Venter offers the best explanation of the nuclear weapon conundrum facing the world today. He tells the story of greed, deception, treachery, and political power plays as unlikely and unstable Islamic nations pursue possession of nuclear weapons. Venter describes nuclear weapons programs of Pakistan, Syria, Egypt, Libya, and Saudi Arabia (and how Europe, Israel, and South Africa figure in), how Saddam Hussein nearly had the first Arab bomb, and how Iran successfully hid its nuclear weapons program from the world for years. Venter also reveals the impotence of the U.N. and its inept and corrupt watchdog atomic agency, the widespread technology-smuggling operation of a Pakistani nuclear scientist, and how dangerous criminal gangs are running In this age of unconventional warfare and terrorism, John Robb offers a glimpse into the future of American and Western security. Robb examines the nature of asymmetrical warfare, acknowledging now is “the first time in modern history that a non-state group has the ability to fight a global war and win.” Robb explains terrorist group organization, motives, and methods and how they learn and adapt. He highlights the rapid technological and political advantages shifting to our enemies and their primary (and our most vulnerable) targets — economies, public confidence, political unity, and social cohesion. Citing examples, Robb discusses how global guerrillas and transnational criminal gangs have created an amorphous “bazaar of violence” and how globalization actually will put an end to itself. — William D.
