In fact, it needed to transform itself and how it fought, undergoing arguably its most comprehensive modernization since World War II — the last time world events necessitated such action. The Army needed to change dramatically. It needed more capability. It needed to get where it was going faster, and it needed to consume less while there and on the way. ■ Army leaders soon devised a long-term investment strategy not only to transform how it fought, but also to modernize its equipment and capabilities.
