entrepreneur category to the Immigration and Nationality Act. Several bills have been introduced that would represent a major improvement for would-be foreign entrepreneurs. These bills include such provisions as enabling a foreign national to gain permanent residence if his or her business raises a threshold amount of money from a venture capital firm or creates five or more jobs in the new business. These bills include the The Startup Act (S. 1965), introduced by Senators Jerry Moran (R-KS) and Mark Warner (D-VA), The Startup Visa Act of 2011 (S. 565), introduced by Senators John Kerry (D-MA) and Richard Lugar (R-IN), and The IDEA Act, H.R. 2161, sponsored by Rep. Zoe Lofgren (D-CA) Changing the law and reforming existing regulations would provide a viable avenue for international students to graduate and start new businesses in the United States. As business owners they will create jobs for U.S. workers and likely continue ties with their home countries, thereby
promoting in both countries the benefits of international education. IE
