Cuban Government
Allows Citizens to
Travel Freely

HE CUBAN GOVERNMENT

has officially terminated exit
visa requirements for its
citizens, effectively relinquishing
the power to prevent Cubans from
travelling outside the country. The
change, which went into effect on
January 14, drastically reduces the
amount of paperwork necessary to
leave the country while cutting costs
associated with having to obtain an exit visa.
Under the new law, Cubans with valid passports
may now leave the island by obtaining an airline
ticket and securing an entry visa from their intended
destination.
The law grants citizens freedoms they have not
enjoyed since the early 1960s. Minors who were
previously restricted from leaving Cuba are now
allowed to join their families on vacations or even
travel alone with authorization from their parents.
Doctors and similarly skilled residents, whose travel
has always been purposely regulated and controlled,
will be free to go abroad for the first time in 50 years.
Anyone with a valid passport may now leave the
country for up to 24 months, as opposed to 11 under

previous law, without incurring fees or risking
their status as legal residents. In addition, individuals
who emigrated from Cuba may visit the island for up
to 90 days, one month longer than before.
Cubans have met this development with cautious
celebration, according to several media reports.
Limitations to the new law, including a clause that
allows the government to deny passports “to preserve
the skilled workforce,” may serve as obstacles to
the potential outpouring of emigrants. Roberta
Jacobson, U.S. assistant secretary of state for western
hemisphere affairs, echoes the cautious excitement
of Cuban citizens: “If this law is implemented in a way
that means all Cubans can travel,” she said, “it would
be a very, very positive reform.”

HE UNITED STATES ASSOCIATION OF INTERNATIONAL STUDENT ORGANIZATIONS

(US-AISO), a newly formed group of active international students from universities in the United States,
is hosting the first-ever National Conference on International Students on March 15–17, 2013. The
conference will take place at the University of Arkansas in Fayetteville, where the group has its headquarters.
International student delegates to the conference, whose theme is Building for the Future, plan to focus on
three different objectives during the gathering: building leadership skills; better connecting different international
student organizations in the United States; and further establishing the foundation for the national organization.
US-AISO was created to facilitate networking between international student organizations in the United States
so they can learn from one another, better promote diversity and cultural awareness, and advocate on issues that
are important to international students.
