Strategic Internationalization
as a Core Value
On a recent CCID OnLocation program
in Mexico, participants had an opportunity to meet with leaders from more than
50 of the Universidad Tecnologicas (UTs),
institutions that have a similar mission and
program offerings to community and technical colleges represented by CCID. They
represent institutions from across Mexico
that are at various stages in development,
yet all share a sincere and equal interest in
establishing or advancing international linkages and mobility opportunities for students
and faculty. It was striking to hear leaders
of these institutions-some established less
than two years ago with fewer than 100
students-talk about prioritizing language,
exchange, and international internships.
CCID's System of Comprehensive Internationalization provides a roadmap for
community colleges on the internationalization journey. Since we are a global organization,
we created a global framework. One of the
long-term goals is to make this analysis a
standard process for all CCID members and,

ideally, for all similarly missioned institutions
globally. CCID's delegation to Mexico had the
opportunity to present this framework to the
UTs in Spanish and in the Mexican context.
Upon its reveal, the president of the National
Association of Technological Universities, or
ANUT, in Mexico, stated that the Mexican
UTs interested in joining CCID would have
to complete our framework first to prove they
would be strategic in their internationalization
endeavors with our organization. There was
not a moment of hesitation among the rectors. In early November, CCID will hold a
workshop in Beijing to begin the process of
translating the framework into Mandarin and
into the Chinese polytechnic context, where
the desire is equally as strong. I only hope for
such commitment to international education
in the United States.
U.S. community colleges are an important fabric of our communities; many of my
colleagues and I live and work to support
their mission and expand it globally. However, with so many community colleges
celebrating 50- or 100-year anniversaries,
we need to take a more critical look at our

systems as they are positioned in this world.
We need our presidents and trustees to understand other systems, and our faculty to
have the tools to ensure they are imparting
their professional knowledge in a global
context. Likewise, we need our students to
graduate with the confidence to know (a)
what it means to be a global citizen, and (b)
that they deserve access to opportunities in
the global marketplace. We will not get to
this point by continuing to assume we are
leaders in this sector; we cannot continue to
look inward for true innovations. We stand
at a critical juncture of maintaining our trailblazing legacy or losing our global relevance.
We need to ask, listen, and consider how we,
too, can move ourselves forward.

Development (CCID), a nonprofit international
membership organization providing local access
to global opportunities since 1976.
