IIE, Catalyst Trust Extend a Hand
to Refugee Students Worldwide

ESPONDING to the global refugee crisis, international

education and philanthropic leaders have created a global
clearinghouse to help students whose homelands are torn

Commissions to Students

he National Association for College Admission Counseling
(NACAC) amended its principles of good practice to require
recruitment agents to disclose to student clients any institutions that are compensating them. Also, colleges' and universities'
promotional materials should state whether they have authorized any
third-party agents and let international students know how to request
verification of an agent's status.
NACAC in 2013 modified its good practice principles to permit members to utilize commission-based international student
recruitment provided they had safeguards to "ensure accountability,
transparency and integrity." The two amendments approved by its 2016
Assembly provided greater clarity on what that means. NACAC is the
professional organization for 13,000 counselors and admissions officers.

The Catalyst Trust for Universal Education, a new charity founded by
retired New York University President John Sexton, is partnering with
the Institute of International Education to launch the Platform for
Education in Emergencies Response (PEER).
The PEER clearinghouse will build on resources that IIE already has
pulled together through its Syria Consortium for Higher Education in
Crisis, begun five years ago after civil war broke out in that country
and forced millions to flee for their lives.
Catalyst Trust is seeking to throw a lifeline to refugee children
as well as college students worldwide. The United Nations counts
20 million refugees and 45 million others displaced within their own
country. Only half of refugee children have access to primary schools
and an alarming 1 percent attend universities, the charity says.
The new trust said it will support projects and organizations that bring
educational opportunities directly to the neediest children and youth.
When the conflict in Syria started more than five years ago, over a
quarter of the country's 18- to 24-year-olds were in tertiary education.
At least 150,000 who were in universities or on track to do so have
had their education disrupted or put on hold. On a web platform in
both English and Arabic, PEER will link students to a database of
education and scholarship opportunities as well as online courses,
advisers, and translation services.
IIE President Allan Goodman said, "As the crisis multiplies, there is
a real prospect of a lost generation. We must not let that happen."
