OECD Reports the Cooling of
International Student Mobility Growth
THE ORGANISATION FOR ECONOMIC
CO-OPERATION AND DEVELOPMENT 's (OECD) annual

report on current trends and data analysis in education analyzes
the tremendous growth of student mobility that the global tertiary
education sector has seen in recent decades. From the early 1970s
to the late 1980s, the number of students from OECD states who
were enrolled in universities outside their home countries hovered
around 1 million before a period of robust growth spurred the
number to its current mark of around 4.6 million.
The report attributes the overall increased mobility to several
factors, including OECD states' efforts to encourage their citizens to
seek education opportunities abroad and to attract foreign students
to local universities. Other contributing factors include increased
wealth among students from developing economies and emerging

markets, many new regional study abroad destinations, and more.
Despite the upward trend of recent decades, student mobility
growth has cooled since 2010, with only 10 percent growth between
2010 and 2015, in contrast to 40 percent growth between 2005 and
2010. However, the authors of the report expect mobility to continue
its upward trend due to the growing global middle class and continued demand for global perspectives, intercultural competence, and
language skills.
The factors that are expected to shape student mobility leading up
to 2025 and beyond include: immigration and international student
tuition policies in host countries, global economic trends, technological developments, and changing quality assurance and accreditation standards.
