But even among international students who have the financial
resources to study in the United States, the changing U.S. political climate and tightening travel policies have created a "chilling
effect," says Jenny Lee, a professor in the University of Arizona's
program in educational policy studies and practice.
U.S. institutions have good reason to be concerned that the pool
of international students from Muslim-majority countries may dry
up quickly because of the current administration's travel ban proposals, she says, but the scope of the problem is potentially broader.
"While they are mostly targeting Muslim-majority countries,
questions arise as to the extent to which the United States is truly
welcoming to students from abroad" in general, Lee says. If the
political climate continues to look less welcoming, she adds, the
costs of international study in the United States compared with
the costs of other locations become one more reason to study in a
different country.
In fact, as other countries experience economic growth and
improve their higher education systems, there is likely to be a less
lopsided flow of migration, according to Vedder.
"The American dominance of the [global university rankings]
lists of prestigious universities has declined somewhat in the last
few years," he says. "I would not be surprised to see a reverse
migration start to grow-of Americans wanting to go overseas to
school, particularly to English-language countries: Australia, New
