Eight Developments to Expect in 2018
How and Why International Higher Education is Likely to Shift This Year
in 2017, the year ahead will
be a time for international educators to reassess, regroup, and reengage. Here are some
things to expect:

GIVEN THE TURMOIL EXPERIENCED ON MANY CAMPUSES

Increased emphasis on international enrollment
management. Years ago, a college president for whom
I worked took to the podium to address a packed
ballroom of faculty, staff, and administrators to say,
"Enrollment is the lifeblood of this institution and,
therefore, it is all of our jobs." This idea of enrollment as
a shared responsibility is one that I try to instill in my
staff regardless of whether or not their actual position
descriptions include language related to student recruitment, admissions, or retention. Failure to acknowledge
this shared responsibility is as dangerous as sitting in
the stern of a rowboat watching water fill the bow and
contentedly thinking, "At least the hole isn't on my end."
At some institutions, 2017 was a rude awakening as
their operating budgets decreased by tens of millions of
dollars due to steep declines in international enrollment.
The financial implications for host communities and
businesses were equally severe. Other institutions were
able to maintain or even grow their international enrollment, but in far too many instances this was accomplished by sacrificing quality and diversity for quantity.
As the full extent of loss is realized, college presidents
will endeavor to ensure that their institution has a plan
for international enrollment management as opposed to
simply having a plan for international recruitment. This
shift in strategic thinking is long overdue.
Internationalization shifts from hobby to strategy.
In addition to seeing a major revenue stream dry up as
a result of decreases in international enrollment, college
presidents found themselves receiving pressure from
many sides to respond on more than one occasion and
in public terms to anti-immigrant rhetoric and policies.
Depending on their definition of international students,
these leaders turned to senior international officers,
chief diversity officers, and/or knowledgeable faculty to

help craft responses that would reassure those impacted
on campus while also navigating the nuances of local
and state politics.
Combined with a recently reinforced confirmation
that a strategic international enrollment management
plan makes sound business sense, the experience of
being forced into a contentious national debate on
immigration policy will inevitably lead to the creation of
new senior international officer positions on campuses
where there were none; current senior international
officers may see international enrollment management
receive a more prominent position within their portfolio
of responsibilities. Additionally, institutions undergoing strategic planning in 2018 will likely place greater
emphasis on international goals and priorities.
Targeted focus on international health, safety,
and security needs. We will continue to see broader
participation in targeted social media campaigns, such
as #WeAreInternational in the United Kingdom and
#YouAreWelcomeHere in the United States, as a means
to counter nationalist rhetoric and policies. This represents a growing recognition of the need for recruitment
professionals to work harder to convince prospective
international students, scholars, and others that their
campus, community, and nation are not only welcoming, but also safe and responsive to the unique needs of
culturally diverse individuals.
In the United States, we can expect to see more
institutions emphasizing safety in response to recent
images of angry protesters, militarized police forces, and
burning buildings being broadcast around the world.
On the education abroad front, we face similar challenges as we receive all-too-frequent reports of terrorist
attacks, natural disasters, emerging diseases, and aggressive military posturing by world leaders. These stories
