Georgia County Government - February 2009 - (Page 8) ACCG Commissioners’ Training Programs A Foundation for Excellence in County Government Nearly two decades later, we can apply the same definition to those activities Association County Commissioners of Georgia (ACCG) offers its elected and appointed county officials. Further, we can define training as those activities designed to improve specific job performance, education as activities designed to improve the individual regardless of job role, and development as those activities designed to improve organizational performance. Director of the Vinson Institute, Dr. Steve Wrigley, adds: “The goal of the learning activities provided by the Vinson Institute in partnership with ACCG is to prepare elected county officials for their public service duties by providing a relevant training program which will equip elected officials to do a better job, to improve at a personal level for the demands of the future, and to ultimately improve the overall performance and service of their county government operations in these rapidly changing and complex times.” By Jim Stephens, Associate Director and Gordon Maner, Local Government Programs Coordinator Carl Vinson Institute of Government, University of Georgia I 8 n their seminal 1990 work, The Handbook of Human Resource Development, Leonard and Zeace Nadler defined human resource development as organized learning experiences taking place in a definite time period designed to increase the possibility of improving job performance and growth. Statutory Authority and the ACCG Training Committee The statutory authority for county newly elected commissioners training is found in O.C.G.A. 36-20, the Georgia County Leadership Act. The Act establishes the intent and definitions underpinning the ACCG newly elected officials training program and establishes a board to govern the activities of the training provided at the Newly Georgia’s Newly Elected Commissioners’ Training Program participants, December 2008.
