The county purchased the land through the Bryan County Development Authority, which is working with TPA as an arm of the project’s development. “ T he cou nt y i s f i na nc i ng t he infrastructure. TPA will have designed the park, and market it. Whoever purchases the land in the park will develop their own buildings. We feel it is a win/win venture, because what TPA does, the county would normally have to pay someone to do. Because TPA has a lot of contacts and has marketing expertise, they are, as it is sold, buying the land from us, covering all our costs, plus 10 percent.” Burnsed notes that TPA wanted to be in the Bryan County location, which is an indicator in itself that the county is in a favorable location for development of such an industrial park. impetus t hat’s putting t he count y i n t he water a nd sewer busi ness. The initial phase of this long-range, mixed-use community elicited the county being given letters of credit for the entire cost of the Bryan County Water and Sewer System, a state-oft he-ar t water reclamation facilit y, which will begin by supplying 200,000 gallons per day initially, expandable over time, as needed. The county’s Comprehensive Sewer and Water Management Plan is the guidance document for development of the facility. “We’re also asking the Georgia General Assembly to form a local Water and Sewer Authority,” Burnsed adds. “It is our hope that one day, pr ivate water a nd sewer operators w i l l have supplied most of the developments built up until Genesis Point. Eventually, since the cities of Pembroke and R ichmond Hill own and operate water systems, the cities and the county, it is hoped, will join together in a joint operation under the auspices of a Bryan County Water and Sewer Authority.” Saltwater intrusion in the Floridan Aquifer will remain a major concern and a key challenge identified in the Comprehensive Coastal Plan. Bryan County, alongside the six counties in the region addressed in the Comprehensive Coastal Plan, will work regionally with the state to address adequate supplies of drinking water. Waste collection is handled by Republic Waste Services, which operates trash pickup in Richmond Hill and in Pembroke twice weekly. Disposal sites include two landfills, one in South Bryan and another in North Bryan, serving Pembroke. Recycling services are offered free of charge for customers who drop off materials in Pembroke and Richmond Hill. Mu n icipa l pol ice ser v ices a re operated by the cities of Pembroke and Richmond Hill. Sheriff Clyde Smith and his law enforcement team take care of the unincorporated portions of the county.
