Georgia County Government - November 2008 - (Page 10) MATTERS continued from page 9 At the local level, counties are facing dropping property values and less new construction, which will result in a reduced tax digest, and no one wants to increase taxes. The state, as well as counties, cities and schools are all facing real challenges in terms of being able to continue vital services needed by the community. This is a time that’s seeing each governing body focusing intently on their respective duties and responsibilities in light of the revenues available. Leadership in counties, cities and schools are responsible to voters within their jurisdictions, and they took an oath to manage the affairs of their community in the best interest of those they represent. We would suggest that the best way for Georgia’s legislators to help the citizens within their communities cope would be to fight at the Capitol to insure that the state does not balance its budget by simply shift ing responsibilities back onto the backs of local governments and schools. Also encourage your legislators to remind their colleagues that a law must include as a part of its passage, an implementation and funding strategy. Without that strategy, unanticipated consequences can develop. Secondly, we suggest that legislators refrain from proposing changes to the tax structure at a time of such great financial uncertainty as we face now. This includes avoiding special interest tax exemptions and major changes to the local tax structure.
