Georgia County Government - November 2008 - (Page 17) FLOYD COUNTY continued from page 15 between the county and the city has fostered hand-in-hand cooperation concerning all aspects of local service delivery – elevating to new heights the notion of value for local taxpaying citizens. “Our city and county governments actually like each other and enjoy working together,” Chairman Jennings explains of the comprehensive partnership between Floyd County government and the city of Rome. “We have no sense of rivalry between us, whatsoever.” Though the county and city are not formally consolidated, the two currently share one of the widest arrays of joint services in the state, with more than 20 joint services between the county and the city. “It’s government designed with the citizen in mind,” explains County Manager Kevin Poe. “We offer the best advantages to the taxpayer this way, and are able to function as a ‘one stop shop’ in terms of many local government services. We’ve found out that this is the best way to give the public everything “That we’re not sitting right off I-75, but are proximal to it, has lead to slow and steady, but not overwhelming, growth. And we’ve managed to cultivate an industrial tax base that is very diverse.” Floyd County Manager Kevin Poe they want, in the most efficient and cost effective way.” Poe asserts that the county’s and city’s “great working relationship” has led to better efficiency in services too, including fire, recreation, solid waste handling, planning, building and animal control, not to mention greater progress, less wasted effort and better stability for both local governments. Says Poe, “Our staffs work exceptionally well together, and we believe it shows in our community. In fact, representatives from communities from all over the state come here to learn how to boost their own service delivery efficiency.” As with so many high-functioning managerial arrangements, the beauty of the working relationship between Floyd County and Rome is in the details of its organization, which regularly brings county and city officials together for planning and action on key public service needs.
