Georgia County Government - November 2008 - (Page 32) ResearchCorner Resources Available Through ACCG O By Michele NeSmith Research and Policy Development Director ver the years, ACCG has created numerous publications and videos to aid county commissioners and staff in their day-to-day operations and with special projects. These resources are updated on a regular basis and are available through the ACCG Web site or by request. The purpose of this article is to give an overview of the available publications so that the next time an issue arises in your county, you will know where to look for an answer. The Special Purpose Local Option Sales Tax (SPLOST) Guide is one of the most popular ACCG publications. Newly updated in 2008, this guide takes you from start to finish by showing you how to plan a SPLOST program through steps to terminating the tax. The frequently asked questions section is a useful feature that answers numerous questions related to eligible projects and approved uses for SPLOST. Tax related issues are difficult enough for trained professionals to understand, much less the public at large. To better assist county officials in demonstrating how the property tax system works, ACCG created a property tax video to be used for educational purposes. This video is often presented by county officials at meetings and has been shown on local public access channels to help illustrate to the public the value that they receive from their tax dollars. The Open Meetings/Open Records Guide is a helpful publication for anyone that has to manage public meetings or respond to open records requests. This resource not only provides sample forms for counties to use in processing requests, but it also provides a wealth of information on the county’s role and responsibilities as record custodian. Most recently, ACCG created a Best Practice Guide on Record Management for county clerks. The Local Government Construction Project Guide focuses on the legal requirements that local governments must abide by when undertaking road, construction, and public works projects. Aside from an overview of the law that governs these actions, the guidebook provides sample forms that local governments may use on construction projects. The Constitutional County Officers Guide provides guidance on several issues arising from county officer and county commission conflicts. More specifically, the publication focuses on contract and budget problems. In addition to the many guidebooks ACCG provides to its members, there are also a host of videos that can be used for training and educational purposes. Along with the property tax video, ACCG offers environmental, public safety, and historic videos. These videos, available in DVD, can be used to educate the public on community issues such as the community cost of methamphetamine abuse or for training, such as the pandemic flu series.
