Another $250 million will come from the Implementing Recommendations of the 9/11 Commission Act, of 2007. The 9/11 bill makes $250 million available annually through to 2027, according to Charlotte Peed, of TSA’s Office of Industry and Outreach Requirements. Long-Term Commitment Needed Unfortunately, EDS spending goes well beyond new EDS purchases and integration into automated checked baggage handling systems. In 2005, TSA signed a $36 million contract with General Electric InVision, to maintain about 800 of its EDS machines, and a $28 million contract with L-3 to maintain about 500 of its EDS machines. Last year, TSA was responsible for maintaining 1,944 EDS machines at 448 airports with a budget of $34 million. The life cycle of an EDS machine is about seven years—possibly 11 years with refurbishing. This means that even as the integration program proceeds, TSA will have to allocate ever-increasing amounts for replacing old machines. A 2006 presentation by Jacobs Consultancy shows life-cycle replacement and compliance costs peaking at $300 million in 2014, gradually dipping to roughly $150 million in 2019, and www.aci-na.org | CENTERLINES 29 http://www.aci-na.org
