A TSA synopsis of a Baggage Screening Investment Study (BSIS) last year looked at alternate ways to fund EDS machines. The BSIS Working Group recommendations included a $3 billion tax credit bond program under which airports could issue tax credit bonds to raise money; continued federal appropriations of at least $435 million for EDS purchase and installation, escalating annually; and making changes to the Passenger Facility Charge program. Also, the Essential Technologies Task Force, chartered under the White House’s Homeland Security Advisory Council, is assessing the potential alternative tools to buy security technology, including EDS machines. Denver recently opened a concept known as the Terminal Marketplace targeting people coming to the airport to meet passengers. All passengers arriving in Denver and taking the train to the terminal emerge at a single location where the people-mover stops, making it easy to locate concessions conveniently where passengers will be met. Snacks, coffee and flowers are sold here. “The other unique aspect of it was that the airport actually made the capital investment to build the space and the requests for proposal we issued required any operators to meet the small business enterprise qualifications,” Heck said. This enables small operators to gain experience, making them more competitive for other locations at the airport. Pet care and boarding is also being considered at Denver. “We believe the market for that is good at airports, but we are still working on the details of the business model that will make it economically viable for a third party operator,” said Heck. They are also deciding whether to co-locate it with a parking facility.
