Before the approval, about 640,000 transborder passengers a year traveled between Atlantic Canada and the U.S. About 140,000 were flying straight from Halifax into the U.S., but many had to connect through pre-clearance facilities in Montreal and Toronto. With pre-clearance, Halifax had expected to recapture those Montréal and Toronto passengers to double transborder flyers to about 280,000; additional traffic would bring that number up to about 325,000 within two to three years. As it turned out, it only took 12 months after Halifax began offering pre-clearance for transborder passenger traffic to exceed the original five-year projections. For example, Air Canada has added service to New York LaGuardia and Delta has been offering summer service nonstop to Atlanta. “Chicago, a relatively new destination for us, has been successful. We are forging strong links. United Airlines first decided to put Chicago-Halifax service on for the summer season initially, but as time passed it decided it would be viable on a year-round basis. We now have a very strong tourist and business connection between Halifax and Chicago. This has been a huge win,” Staples said. He added, “We are doing special events in Chicago to promote Atlantic Canada and Nova Scotia.” The airport authority stays very focused on its costs and management, meaning that it has not increased its terminal or landing fees since 2000. “We are very sensitive to the income status of our carriers, and we consider ourselves true partners in the venture. It is not our approach to just pass on our costs to carriers,” Staples said. “We are spending a lot of focus time on our existing carriers and working with them to keep their business profitable.” airport revenues, and more importantly trickle-down revenues to the region.
