Centerlines - June 2008 - (Page 34) THE ART OF MANAGING CAPITAL PROGRAMS A Making the Financing Work ON MANAGEMENT Challenges, solutions for balancing planning, development and finance with finesse B Y JODI R IC H A R DS s capacity needs rise, airlines struggle to turn a profit, construction costs skyrocket and federal funding decreases, the management of capital programs at airports is becoming increasingly more complex. Now, it is more important than ever that stakeholders communicate effectively to ensure that capacity and financial needs are being met. PROBABLY the largest challenge that all airports face is expanding and delivering a large capital program without huge economic impacts to the air carriers’ rates and charges. One of the biggest challenges airports face, said John Wheat, Tampa International Airport’s deputy executive director, is ensuring that the planning and developmental side of a capital program is closely aligned with the finance side. “There is such a focus on your development group developing this. If there is not a focus on how do you pay for it, how it is going to work, what is the payback on it, and whether there is a real structure in place, that’s going to be one of the largest challenges.” Wheat said the best way to avoid that challenge is to elevate the airport’s development program to a business line. “Take your key leaders and place them in a role of responsibility to develop and oversee the whole development program,” he explained. At Tampa, that includes all of the senior directors from the departments of finance, administration, information technology (IT), properties, operations, maintenance, and planning and development. “That group is responsible for constantly managing our development program as well as ensuring our 34 CENTERLINES | JUNE 2008
