Canada-EU talks got underway late last year. For only the second time in Canadian history, airports have representation at the talks through two Canadian Airports Council observers. Canada’s airports are hopeful that the talks, which continue this year, will result in a similarly liberal new regime. The stakes are high. The EU is Canada’s second biggest trading partner and second biggest source of tourists. It also is a major transit hub for both passengers and cargo. Canada currently has bilateral regimes in place with 19 of the 27 members of the European Union. However, many of the agreements in place today are quite restrictive in nature, limiting the ability of airports to take advantage of new service opportunities available to them. Canada today has Open Skies only with EU members Ireland and the United Kingdom, while opportunities are rather limited from other large passenger and cargo markets. The competitive disadvantage posed by Canada’s restrictive regimes with European partners is made all the more obvious by U.S.-EU Open Skies, which has opened Heathrow to additional trans-Atlantic competition and allowed for European carriers to launch new trans-Atlantic gateways outside of their home “country.” It is time for the competitive disadvantage to change, through a new, open Canada-EU regime. An EU study published last year concluded that an Open Aviation Area agreement between Canada and the EU would increase passenger numbers from 8 million now to 14 million by 2011. Some C$110 million in lower fares and 3,700 jobs in the first year alone also are projected. As was experienced through liberalization with the U.S. and other markets of the world, Canadian airports and the communities they serve have much to gain from Open Skies with Europe. Canada’s airports are hopeful that an Open Skies deal will be concluded to address the current competitive disadvantage, ideally by the end of the year.
