SOL M T C E C U R IN Y EMPLOYEE SCREENING: Airport management shares their response to participation in TSA pilot B Y N ICOL E N E L S ON he congressionally-sanctioned test of employee screening techniques at seven airports is complete and the Transportation Security Administration (TSA) is now assessing the results as it drafts a final report to Congress. The TSA has not released its independent review of the test. However, Centerlines interviewed the participating airports to get a first-hand assessment of the test program. “Last year, the industry pushed for a pilot program on employee screening and ACI-NA worked to educate Congress that a pilot program, rather than a requirement for 100 percent employee screening at all airports, was necessary,” said Lydia Kellogg, ACI-NA Senior Manager, Public Safety and Security. “As a result ACI-NA suggested testing alternate measures such as increased random inspections, increased training and biometrics which were included in last year’s appropriations bill.” “ACI-NA has always advocated a risked-based, layered approach to security measures,” Kellogg said. “We believe these pilot tests showed the benefits of such an approach and applaud TSA for working with industry on the implementation of the pilot test.” With the 90-day test period behind them, Centerlines in its interviews found that most of the airports support the use of enhanced security screening to add additional layers to current practices. Of more than 100 airports expressing interest, seven airports were ultimately chosen by the TSA to participate in the pilot programs based on diverse flight operations, passengers and physical layouts. T “WE believe these pilot tests showed the benefits of such an approach and applaud TSA for working with industry on the implementation of the program.” — Lydia Kellogg, ACI-NA senior manager, public safety and security 34 CENTERLINES | DECEMBER 2008
