Photo by John Whitman. the prospect of federal climate change legislation fast approaching, the American Public Power Association has been forced to come up with a cohesive position—wholly representative of its diverse membership—on one of the most pressing issues confronting the public power industry, and the world. For the last two years, a group of CEOs from member utilities across the country have met and deliberated to develop a position for the association on global climate change. Called the CEO Climate Change Task Force, the partici16 JUNE 2008 With pating public power executives elicit the divergent needs of utilities and consumers from disparate regions. The CEOs manage a wide range of utilities, from those heavily reliant on coal to those almost completely dependent on hydro power—a completely emissionsfree resource. However, the 31 utilities represented by the CEOs did not determine their seats on the task force. “We chose the task force members for who they are, not for the systems they represent,” said Bill Gallagher, task force chairman and former general manager of the Vermont Public Power Supply Authority. “Getting 30 CEOs together from across the country is no easy feat,” said Gallagher. “It is possible to construct strong, bipartisan coalitions to get something done on energy,” said Bob Simon, minority staff director for the Senate Energy and Natural Resources Committee, speaking at APPA’s 2008 Legislative Rally. “Putting together a geographically diverse coalition is more difficult.” Depending on what part of the country you are from, you have very different PUBLIC POWER
