Renewable Energy Municipal Electric Utilities Association of New York. “A couple of systems are working on wind projects, but members mostly are working on energy conservation or energy efficiency.“ The association has an Independent Energy Efficiency Program, which offers systems ways to be more efficient by using energy savings bulbs, home insulation projects and interest-free loans for thermal windows. “The Individual system adds one mill to their bills and builds up a fund for their rate payers to participate in,” he said. Texas 5,880 MW by 2015 for IOUs. Municipal utilities and cooperatives are not required to participate, but may opt-in if they wish. The Austin City Council set a goal for Austin Energy to meet 30 percent of its energy supply needs from renewables by 2020. CPS Energy, in San Antonio, created a renewable portfolio goal of 15 percent renewables (primarily wind) by 2020. “Municipal utilities in Texas have led in the deployment of renewable energy based on community preferences and priorities,” said Mark Zion, executive director of the Texas Public Power Association. “About 30 municipal utilities around the state have significant renewable energy in their portfolios, and they will continue to invest in this, as appropriate for their communities.” Virginia A voluntary goal of 12 percent of baseyear (2007) sales by 2022 for IOUs. Additional Voluntary Programs Florida Florida does not have a state-mandated RPS. However, JEA, the municipal electric and water utility in Jacksonville, Fla., signed a memorandum of understanding (called the Clean Power Program) with the Sierra Club and the American Lung Association, detailing JEA’s commitment to generate at least 7.5 percent of its electric capacity from “clean and green energy sources” by 2015. Michigan Michigan does not have a state-mandated RPS. However, the Lansing Board of Water and Light created a goal of having 2 percent of its generation come from renewables in 2008, 5 percent by 2012, and 7 percent by 2016. North Dakota North Dakota created a renewable nonmandatory objective of 10 percent by 2015 for all utilities.
