The Florida Municipal Power Agency (FMPA), a joint action agency with 30 member municipal electric utilities, supported the basic concept of enabling all Florida transmission owners (including FMPA) to participate in the GridFlorida transco, including by divesting their transmission facilities. Although FERC provisionally approved the GridFlorida transco as an RTO, the proposal ran into trouble at the Florida Public Service Commission. The commission first required the transco proposal to be changed into an independent transmission system operator (that did not own transmission facilities) and then, after the IOUs submitted a cost-benefit study, found that the benefits would not be nearly as large as the costs. This conclusion, together with the state’s decision not to deregulate, led to the collapse of GridFlorida. Historically, Florida’s municipal utilities have advocated joint ownership of transmis- sion, said Roger Fontes, FMPA’s general manager and CEO. “They need equal transmission ownership rights to other utilities as a matter of both cost and reliability.” Today, transmission constraints are more acute for municipal utilities than for IOUs, said Fontes. And the municipal utilities are throwing their support behind efforts aimed at joint transmission planning and ownership. To date, little has been achieved. “Joint ownership is not a free ride,” said Fontes. “We need to pony up capital when it’s necessary.” And in the next few years, it will be necessary, he adds. Florida has adopted a policy of renewables and nuclear energy to help meet future electricity demand, said Fontes. “The state will need transmission to hook up solar and biomass facilities, as well as any new nuclear plants.” The push for joint ownership may come from the Florida Reliability Coordinating Council (FRCC), which is charged with ensuring and enhancing the reliabil- Learn more about ESRI and apply online at www.esri.com/power.
