Public Power - June 2008 - (Page 50) Storming the Control Room A Washington hydro plant stages a simulated terrorist attack and learns valuable lessons. In November, 2006, roughly 20 eco-terrorists suddenly entered the Rocky Reach Dam, a hydro-electric project operated by the Chelan County Public Utility District No. 1 located seven miles north of Wenatchee, Washington. Calling themselves the “River Liberation Front” (RLF), their goal was to overtake the facility and simultaneously open the hydro plant’s spill gates, staging the ‘symbolic act’ of freeing the Columbia River, and thereby showcasing the river’s return to its natural state. These ‘terrorists‘ were not real, but were part of a simulated terrorist attack designed by the PUD’s security division to determine how the facility’s operators, employees and local 50 JUNE 2008 BY COURTNEY BARRY law enforcement would react in the event of an actual terrorist attack. The idea came from two avenues, says Dick Robert, director of Chelan PUD’s Security Division. “One, we have a federal mandate to conduct a security action plan at our hydro facilities, at least every three years. And that comes out of 9-11 and critical infrastructure protection. The second part was just testing our arrangements with first responders, in this case, particularly law enforcement, in the event a critical incident occurs at our hydro facility.” “It was important to us to identify an incident that would be practical and applicable to this particular facility,” says Robert. (Rocky Reach Dam has just over 100 employees.) “We don’t have a lot of Al Qaeda members around here, but ‘eco terrorists’ (i.e. Earth Liberation Front, Animal Liberation Front) are probably the people, that, if we were to be a target, that would be it, because there are issues with the salmon running free, the dams blocking the rivers, the environmental impact that those people see as a threat. So that’s why we selected an eco terrorist exercise.
