That’s where troopers captured them.“ There was a group between WSP and our office of about 12 people (that knew) and it never went beyond that.” As for dollars lost, the actual physical costs were “pretty minor, probably under $3,000…but if you put in all the labor time, I think we’re looking at almost $100,000,“ said Robert. When I didn’t receive word back from there, I changed the band on my radio to get to system dispatchers who are in a different building across town. Considering the time invested, Robert says, “There were hundreds of hours on our part and on part of the patrol in developing the scenario, writing the scenario and the exercise itself. We started in March, and the exercise took place in November.” And they kept it secret. “As a matter of fact, the RLF employees acted in extreme secrecy and the WSP kept it away from their people. Prior to the attack the planners implemented a few incidents that let people know something was amiss. “A couple of weeks before the incident some errant emails went out among the facility employees. We created these emails,” says Robert. “It was information that people overheard, that the RLF was meeting in the library in hushed terms…” Roberts says they then passed that information on to local law enforcement. The attack happened somewhere around 4:00 or 5:00 in the afternoon, says Ivan Gregory, senior hydroelectric operator. “I went out to do my normal rounds as an operator here, so I walked the generator and turbine floor and I had an observer with me as part of the exercise.” (Gregory says he normally makes two rounds in a 12-hour shift.) “On our rounds we walk by all the turbines, all the generators, and most of the other equipment and we’re just visually inspecting everything and making sure nothing is broken… that everything is operating correctly.” Directly adjacent to the control room is the plant’s museum, said Gregory. “As I came up to go through the museum, I found a simulated hostage situation…They had (taken) Carol Wardell, one of the attorneys at the PUD, and they had her bound with fake bindings; she was a hostage.
